I am not a member of the Scrivener development team, but I am a long-term user of Scrivener including using it in collaboration with friends in China on Chinese–English and English–Chinese translation projects.
Scrivener for Windows already supports Simplified Chinese as you can use it to write and edit projects, though it has not been localised with the menus, alerts and dialogs in Chinese.
Scrivener 3 for Windows is in public beta. Currently, although the interface is ready, they are still in the process of implementing some fundamental features like Compile and editing in "Scrivenings" view. They are also dealing with the bugs and issues reported by beta-testers. They will not release it until it is fully ready and all known bugs have been squashed. Apparently the hope is (was?) that they will be able to do so before the end of the year, but if there are
still issues, it won't be released until they have been dealt with.
When it comes to localising Scrivener with menus etc. in Chinese, I am sure that will happen. Scrivener for Mac v. 3 is already localised in Simplified Chinese; it was done during the later stages of beta testing for the Mac version and so I think it will be one of the last stages of development of the Windows version. However, as the various text-strings have already been translated, it should require less user input than it did for the Mac … only where there are differences in the UI (user interface) like "Options" as opposed to "Preferences".)
